Can NRI Candidate Take Admission Under General/Open Quota For Medical Admission?

I am working in Bahrain and my daughter is also studying here.
She will be completing 12th this year and would like to take up Midical / Biomedical Engg.
We are NRI, We would like to know if she can apply for normal OC/UR quota.
Or is it that all NRI will be considered as NRI and should only get admission through NRI quota.
