Only the 6 states have reserved the NRI quota. But you can apply under the All India Quota (AIQ) also if your NEET score is good enough.

Most states do not have an NRI quota reserved in govt. Medical colleges. But still, you can apply under the All India Quota (AIQ).

Yes, NRIs are eligible for the general 85% state quota in your respective state even though they completed 10+2 from UAE.

The main point is that you will only NEET NRI quota when your NEET is not good enough for the general category. As long as you have a good NEET score you are eligible for the general category (both 15% AIQ and 85% state quota). Eventually, the fees are much lower in the general category than that of the NRI quota.
So, as long as you have a good NEET score you will get government colleges with low fees whether you are an NRI or an Indian student.
