Is PIO/OCI Who Did Entire Schooling In Tamilnadu Eligible For MBBS Admissions?

Is PIO/OCI who did entire schooling (LKG to XII) in Tamilnadu eligible for MBBS admission under state quota in Tamilnadu Govt Colleges? What about Private/Deemed Universities? I would appreciate if you could give us detailed information on what our options are? This is of course based on the assumption that only NEET rank and nothing else is considered.
