Applicant must be U.S. citizen or permanent resident residing in North Carolina.
Basis for selection: Competition/talent/interes t in oratory/ dchatc, based on language style, voice, diction, del ivery, originality, logic, breadth of knowledge, application of knowledge about topic, and skill in selecting examples and analogies.
