Intended use: For undergraduate study at accredited postsecondary  institution.
Eligibility: Applicant must be enrolled in high school. Applicant  must be U.S. citizen or permanent resident  residing in  Minnesota.
Basis for selection: Competition/ta lent/interest in oratory/ debate, based on language style, voice, diction, delivery, originality, logic, breadth  of knowledge,  application of knowledge about  topic,  and skill in  selecting examples and analogies.

Awards: First place, $1,500; second place, $1000;third place, $700; fourth place, $500.
