Additional information: Must be an Experimental Aircraft Association member or recommended  by EAA member  and
have strong record of involvement with Experimental Aircraft Association. Must express intent to serve the country through military or public service. Winner must attend  award
presentation dinner. Special consideration given  to Wisconsin
